CloseHellen van Dongen is the Director of the Public Transport and Rail division of the Dutch Ministry of Infrastructure and the Environment. She is responsible for policy and regulation in the field of public transport and rail in the Netherlands. This encompasses a broad range of subjects such as user interests, infrastructural projects, the permanent improvement of quality, security and efficiency of the railway system and its connection towards regional and local public transport.
Since starting her position in 2014 she has been responsible for the granting of the concessions to the public infrastructural manager and railway undertaking for the upcoming 10 years in the Netherlands and has participated in several international and European forums.
Before becoming Director of Public Transport and Rail, Hellen was Director for Telecommunication Market Issues at the Dutch Ministry of Economic Affairs. In that position she was responsible for several policy issues such as liberalizing frequency usage, implementing the New Regulatory Framework and the most recent Dutch Multiband frequency auction.
Hellen started working at the Ministry of Economic Affairs in 1992 on trade policy issues, European integration and international relations.
